The Aims and Objectives are based on achieving outcomes from the dialogue between the various stakeholders so that it is possible to identify the fundamental goals for public policy in relation to the scholarly communications process.

1 – To provide additional information, guidance and resources within the RIN website to support key stakeholders in their contributions to the scholarly communications process, particularly in relation to policy.

The project is founded on all stakeholders being able to reflect on and adhere to a set of common principles as set out in Research and the Scholarly communications process: Towards strategic goals for public policy. The project has identified this set of principles as one to which the community can look to develop their own role in the process, and so develop the process as a whole.

2 – That the Policy Centre content should be sufficient to encourage reflection on how the agendas of different stakeholders might be aligned behind common goals, and that conflicts of interests might be resolved.

Searchlighter initially undertook a stage of detailed research with key stakeholders such as higher education institutions research administrators, research funders, libraries and publishers to consider how these resources should be developed: this was carried out in partnership with Mark Ware Consulting. Searchlighter then went on to complete the work to establish the first stage in gathering online resources to encourage a level of reflection according to this objective. The Policy Centre will now look to develop in such a way to sustain this reflection and reinforce the alignment behind the common goals.
