The European Commission is conducting a pilot initiative on open access to peer reviewed research articles in its Seventh Research Framework Programme (FP7). In this pilot, open access to articles resulting from research funded in the seven areas participating in the pilot should be provided within a specified time period.

OpenAIRE, the Open Access Infrastructure for Research in Europe, is a three-year project that aims to establish the infrastructure for researchers to support them in complying with the European Commission’s OA pilot and the European Research Council Guidelines on Open Access. It provides a European Helpdesk System, based on a distributed network of national and regional liaison offices in 27 countries, looking to supply localized help to researchers within their own context.
